where did the office of senior deacon come from in craft masonry and what are his duties
The office of Deacon was not present in the earliest eighteenth-century rituals, where its functions were divided between the Junior Warden and the Senior and Junior Entered Apprentices. It entered English practice at the Union of 1813, having been adopted from the "Antients," who derived the office from Irish usage.

why is the Royal Ark Mariner degree governed by the Mark Grand Lodge
The governance of the Royal Ark Mariner degree stems from administrative developments in English Freemasonry following the 1813 Union. When the newly formed United Grand Lodge of England restricted its recognition to the Craft and Royal Arch degrees, other additional and side degrees were forced to establish independent governance, leading to various administrative alliances.

what was the Lodge of Promulgation set up to do in 1809
The Lodge of Promulgation was warranted on 26th October 1809 by the Moderns Grand Lodge to ascertain and promulgate the ancient landmarks of Craft Masonry, reverting to practices used prior to 1739 and paving the way for the Union of 1813. The Earl of Moira authorized its warrant to prepare the Craft for reunion between the Moderns and the Antients. The body was established to carry into effect the intention of Grand Lodge to revert to those ancient landmarks and instruct the Craft accordingly, as a paper read before Quatuor Coronati Lodge notes.
